Question on LUGOLS iodine

Ive read alot about it taken internally here.But i am confused as to what ive heard about topically reversing scarring.Another lady on a forum said she used it on an old scar on her arm shes had for years and that it didnt improve the scar look as much as it started new hair growth through the scar that hasnt been there for years.Has anyone here been using it topically daily with any results?
