Is this hair regrowth?

An acquaintance of mine has been recently doing an alternate cancer therapy, it appears that a side effect he said has been he noticed hair regrowth. Here is the picture, do you think this is positive hair regrowth?

Picture seems to be very small, can you post a larger one?

zanza - based on the photos it looks like he gained more hair. If you could find out what alternative treatment he was on, that would be helpful.
Did he go through chemo therapy, in the earlier photos he seems to have much less hair.

OK, I got a better photo, he was doing a type of Cannabis treatment. Will get more info as I get it
