Hair regrowth or...?

Lately I have seen, mostly on my MPB area a lot of black dots that look like hair could be sprouting. I have my hair very short (no guard shave just a little while ago) so I can see my scalp and this hopeful regrowth. I'm thinking maybe its from when I stopped minoxidil (stopped roughly 4-5 months ago) I got a shed and maybe those hairs are coming back or this could be from my regimen I am not sure. Anyone see anything like this in a regrowth phase?
