IS flakey scalp bad?

today I noticed my scalp was flaking at the top, near the hairline. Is this something to be concerned of, or is it normal/fine?

If it's dandruff then I think it's indicative... well, of MPB basically. I had it too, I believe it's due to sebum build up and inflammation.
