Brushing, Hypoxia and New Capillaries
I have had good results with using a emu oil, Bronner's peppermint mix to absorb into the scalp before brushing with damp hair and it always get a burn/tingle and feels like the scalp is being invigorated.
If Hypoxia is what we are after then peppermint is a great addition as well as it having anti androgen properties. Mixed with emu and the scalp is in for a treat.

What do you mean by good results?
How exactly do you use the topical?
I have a decent amount of hair still and am not sure how to use a topical in the spots with hair.

I have filled in areas with this method on top and at the front but not the sides.
Wash hair then apply bronners peppermint mixed with emu oil to wet hair, let it sit until absorbed.
Then wash away the residue with cold water, this gives a stinging sensation due to the peppermint's effect on the cold receptors. Then i brush vigorously front to back with damp hair.
I have recently started pinching the scalp to loosen it further.

I also use this method, just without brushing. It's really good invigoration for your scalp, regarding regrowth is hard to pinpoint what works for me atm.

Hypoxia can lead to respiratory acidosis, which can then trigger the release of proinflammatory interleukins. High expression of interleukin-1 has been observed in balding tissues:
"Cytokines play an important role in both physiology and pathophysiology of human skin, and the possibility that they coordinate the cyclical hair growth cannot be excluded. Several clinical and experimental data point towards interleukin-1 which might be a crucial inducer of hair loss in various hair disease. An aberrant expression of interleukin-1 beta was detected in affected areas of the scalp in alopecia areata. On the other hand, interleukin-1 has been shown to be a potent inhibitor of human hair growth in vitro. Mice showing an overexpression of the interleukin-1 alpha gene develop patchy hair loss. Taking all of the presently available data together, we hypothesize that interleukin-1 is a crucial mediator inducing cessation of hair growth."

Im wondering why no one used aloe vera since its anti inflammatory and topically it increases blood flow. When I apply on my skin its even make it redness. Its also good for hemorroid etc I heard..
