please help! Would an ointment be a sufficient delivery vehicle to the hair follicle????

Want to use hydrocortisone for dealing with some of the inflammation in my hairloss, but I seem to get reactions to the inactive ingredients in other creams/solutions etc. The ointment is very minimal ingredients but Im concerned about the ability to reach the follicle due to the thick viscocity?
