want to make a topical with icariin and need help

so im reading now it activates beta catenin and bmp2 and really want to make a topical here out of the 60% icariin extract it is soluble in ethanol and water but the molecular weight is 686 daltons so really needs to be under 500 for skin absorption right? should i just apply dmso on top of it so it will absorb? or would alchol ppg be enough?thanks
