Why wouldn't cold water Help regrow hair?

When you expose your body to cold temperatures, Angiogenesis occurss which is the growth of new blood vessels. It seems logical if you expose your scalp to ice cold water then the blood flow would be increased and new vessels would form. Is this not logical?

how cold? Because shower's water is not cold enough for that purpose i guess and ice water i don't know if you can stand it on your head....
