it all depends on how miniturized the hair was. if its miniturized completely then, theoretically a tiny hair must get pushed out, before a bigger one can grow, however in this case u would not notice the tiny hair being shed.
if its a terminal hair, yes it must get pushed out.
if theres no hair watsoever, then a new one can regrow essentially being the first on a bald spot. however it will regrow tiny at first, then with each cycle grow bigger, aka minurization reversal.
i dont see any other circumstance where shedding will not occur. unless for some reason a follicle with one hair, decides to grow a second hair out of the same follicle.
if this is happening, then share ur regime with us.
i suggest u research the hair cycle. in my understanding hairs dont grow out of nothing. they are either cycling smaller and smaller(mpb), or cycling larger and larger (regrowth)
however, if theres immune reactions at play, and through toxicity, a hair hair detached from the root, then i suppose its possible for it to regrow when the toxicity is corrected, giving the appearance of a new hair growing.

Well, my completely bald temples now keep growing longer and longer vellus hair. It's very slow, but they are definitely getting bigger.
