I'm thinking of Facial Oxygen, if it works for skincare (?) perhaps it could also help the poor hair follicles in some kind of way, I mean, they are a part of the scalp.

I've considered this, but I'm not sure how I feel. I do feel strongly for oxygen-therapy at an internal level, but due to absorption issues, is it effective topically? I can see if someone formulated something designed for penetration with DMI, NMP, DMSO, or something to that extent or even better--liposomal. With how long Oxygen-therapeutic creams have been around, I'd figure that by now if it had a benefit for hair growth we would have heard of some product-line that attempted it. Not sure...you never know until you try I suppose.

I don't know much about oxygen facial products per se, however all I can add is that there is Hyperbaric Oxygen Therapy or HBOT, which is used frequently for plastic surgery recovery and rapid wounding healing. I've seen it first hand hundreds and hundreds of times healing incredible wounds.
